        <![CDATA[<p>Participating local 12South merchants will be providing discounts to ticket purchasers. The tour is showcasing nine homes and two gardens and promises to bring the rich history and architecture styles that give the neighborhood its unique character.</p>

<p>Complimentary tickets will be provided to fire, police and military personnel and their accompanying spouses.</p>

<p>News from the Neighborhood<br />

The Neighborhood Association is excited about the many upcoming events in April, listed below, that will directly affect your neighborhood. Get involved! </p>

<p>12 South Neighborhood Tour<br />
This year’s tour will take place from 11 a.m. to 5 p.m. on Saturday, April 19th. Tickets will be sold at the Summer Classics parking lot at 12th Ave. South and Montrose Ave. Please tell all of your friends, co-workers and neighbors and try to make it out for the event.  At the moment, we have nine wonderful and distinct homes and two gardens to showcase. We are all working hard to make this year’s tour a success and we hope to see you there giving your support. </p>

<p>Neighborhood Clean Up<br />

<p>Detail Neighborhood Design Plan Meeting<br />
Metro’s Planning Department has issued its latest draft of the 12 South Detail Neighborhood Design Plan (DNDP, dated 1/18/08). I encourage you all to read it. Metro has worked hard to incorporate many of the changes and recommendations made by area residents. There will be a joint meeting with Sunnyside NA and 12 South NA on Monday, April 28th, at 6:30 p.m. at the Sevier Park Community Center at Clayton Ave. and 10th Ave. South to discuss the changes and next steps. Metro representatives will be there. We will send a questionnaire to the neighborhood e-mail list before the meeting to give Metro detailed insight into neighborhood comments and concerns prior to the meeting to make the best use of everyone’s time.</p>

<p>Nominees Sought for 2008 Preservation Awards <br />
The Metropolitan Historical Commission is currently taking nominations for the 2008 Preservation Awards. The public is invited to submit any pre-1958 building or structure in Davidson County that has been restored, rehabilitated, or carefully maintained over time.<br />
    Nomination forms and more information are available at the Metro Historical Commission website, http://www.nashville.gov/mhc/events.htm, or by calling the Metro Historical Commission at 862-7970. Completed forms are due April 18. </p>

News from the Neighborhood By Tarek El Gammal<br />
The commercial district of 12South is undergoing another significant transformation. It’s been roughly ten years since Metro Public Works began a multi-year, multi-million dollar streetscape improvements project designed to improve pedestrian access and reduce traffic speeds. Since then, the district has added new retailers and restaurants mainly in the existing structures that have been a staple of its charm and uniqueness. The latest round of news includes two new major development projects that will represent a significant investment to the area and will further diversify the area’s already eclectic feel. <br />
    First to take shape will be 12 South Station, a 30,000 square foot office/retail development, to be built by Baker, Story McDonald Properties. The project will be on the property currently occupied by the Middle Tennessee Roofing Company and this writer’s favorite neighborhood merchant, 12 South Taproom. The first floor of 12 South Station will be dedicated to retail which the developer has indicated will likely be filled by local merchants while the developer and the project’s general contractor, the Carter Group, will occupy space in the top two floors, which are dedicated for office users. The project will feature a handsome exterior and will include nearly 100 parking spaces. Parking will be located behind the building and the building will be constructed in close proximity to the sidewalk to engage the building with the street front much like many of the existing buildings in the district. What will be the most significant change to the streetscape will be the building’s height — over 40 feet along some<br />
sections of the building’s elevations — and how well the building incorporates itself with those it neighbors will prove to be a challenge. The project will add more parking to the area — a scarce commodity and something that is desperately needed. While the thought of losing the Taproom to another neighborhood or all together is disappointing, I am hopeful that the project will deliver to the neighborhood better parking alternatives as well as other great merchants that help to improve the livability of the area and the commercial vitality for other area merchants. If pre-leasing progresses as planned, construction should begin by this summer. <br />
    Soon to follow is Core Development’s mixed-use project to be located on the southwest corner of 12th & Paris. The developer plans to introduce the project to the neighborhood on Saturday, March 15th at 3:30 p.m. at the Frothy Monkey at 2509 12th Avenue. Renderings and plans will be made available for the neighborhood to see. <br />
    Inevitably, more projects are coming and the best way to stay involved is to attend events such as the one scheduled with Core Development. With neighborhood involvement early, the developer can incorporate the knowledge of local residents who have seen what works and what does not. In the interim, I plan to enjoy the days that remain listening to great music and enjoying good draft beer at the Taproom and wonder what is to come and remember what I liked most about what will no longer be. </p>

<p>12South Business Changes<br />
Some additional changes to the retail in our district to report: 12South Yoga is expanding into the space adjacent to it in the Paris Building that it used to occupy and that was most recently occupied by Tea Time. The Art House Gallery & Studio is closing its doors in our neighborhood and will be re-opening at an as-yet undetermined location in East Nashville, in partnership with The Plowhaus Artist Cooperative. According to the Art House, a yoga therapy clinic will be moving into the vacated 12South space in April. And finally, a new clothing, jewelry and home accessory store, MODA, has opened in the space formerly occupied by 12South Mercantile. Welcome, MODA!</p>

<p>Your Neighborhood Needs Your Help<br />
The 12South Neighborhood Association is currently recruiting volunteers to serve in a variety of ways. Please take a look and contact Tarek El Gammal at tarek@queensquaregroup.com if you are interested in serving in one of these roles.</p>

<p>Membership Administrator: Currently, the 12 South Neighborhood Association has over 100 members. We are working to improve the service the neighborhood association provides to its members as well as grow the membership. As part of the ongoing maintenance of the association’s membership, we need to keep our membership list current and contact information up to date. We are looking for one individual to oversee the process. While the job should only require one to two hours of work per month and the systems are essentially already in place to do the work, a person with good organizational and communication skills would be best suited for this task. This is a great way to meet your neighbors and become more involved in the betterment of our community on an on-going basis. </p>

<p>Tour of Homes Advertising & Promotion Team: We are looking for two to three individuals to sell advertising space in the tour booklet as well as and sponsorship opportunities for the event itself. In addition, we are looking for support in developing the most effective promotion campaign for the event through various media outlets. Since all ads will need to be submitted to Graphic Design by March 15, the commitment will only be for a few weeks. With three qualified persons on the job it is expected this job will take about two to three hours per week. <br />
    Home Tour Hosts: The tour of homes will not take place without homes and gardens! We strongly encourage you to participate in the tour as a host — past participants will tell you this is a great way to get involved in your neighborhood and an awful lot of fun.</p>

<p>News from the Neighborhood<br />
Tax Freeze Act of 2007 and How it Might Affect You<br />

JFK said, “Change is the law of life.” With death and taxes, change too is a certainty in life. So we should all expect that our neighborhoods are not immune to change. We welcome the new homes and new neighbors that arrive to settle in with those who have lived here for many years. Generally speaking, this evolution brings about diversity, improvement, and progress but it can also leave some negative effects.<br />
    One such negative is the escalation of property taxes for everyone in the area as property values are reassessed higher. With newer homes come higher property values and with higher values come higher taxes. It is the individuals and families who have lived in the neighborhood the longest that are the ones most deeply impacted by the increased property taxes. And for senior citizens on fixed incomes, such increased burdens can put them in a very uncomfortable situation. Fortunately, Tennessee state voters approved, through a 2006 constitutional amendment referendum, the Tax Freeze Act of 2007 which provides relief to the state’s qualifying senior citizens by freezing their tax bills based on the year that they qualify.<br />
    The good news is that homeowners that are 65 years or older and whose 2007 total income did not exceed $34,260 are able to qualify for this great benefit. The bad news is that if they do not apply they will not be eligible. The application deadline is April 7, 2008. Therefore, getting the word out to those in our neighborhood is essential.<br />
    If you believe that you might qualify call to get all of the necessary paperwork processed. If you are aware of a neighbor who may qualify, make sure that they know about this wonderful opportunity and that they submit their application prior to the deadline. Neighborhoods like ours present one of the best opportunities for eligible applicants under this program to benefit.<br />

<p>Beautification Notes<br />

Homes, Gardens and Landmarks Wanted.<br />
You are cordially invited to show your property in our fifth annual Neighborhood Tour, Saturday, April 19. This is our annual fundraiser to give back to the neighborhood. Last year’s proceeds built an entrance sign and planted trees on 12th Avenue and funded a gift to the Earth Matters gardens and environmental project at 10th Avenue and Gale Lane.<br />
    In addition to 300 visitors touring our community for six hours, we neighbors are enjoying food and drink socials on Friday night, Saturday morning and Saturday night. This is our big party of the year. Won’t you consider nominating your home, garden or community service for public visitation? We can assist you with our experience and we can guarantee you a marvelous time meeting like-minded neighbors from across the city.<br />

<p>12South Traffic Island Update<br />
Recently, a small group of neighbors voluntarily turned out to kick-off the landscaping project for the 12South Traffic Island. To prep the site, these neighbors braved the cold and showed up with shovels in hand to remove the top layer of sod, under the guidance of landscaper Mark Kerske, co-owner of Gardens of Babylon. They will implement the landscape design submitted by neighbor and professional landscape designer, Carol Ashworth. Thanks so much to those neighbors for all their hard work!</p>

<p>News From the Neighborhood – Greetings From New Neighborhood Association President<br />
My name is Tarek El Gammal and I am both grateful and excited about the opportunity to participate and contribute to the 12 South Neighborhood Association as its president in 2008. My wife, Dana, and I moved to Nashville from Chicago, Ill., in November 2006. Prior to moving, we made several trips to Nashville to learn about the neighborhoods and find a home. After remarkably very little deliberation we chose 12 South and soon thereafter found a great house that we love.<br />
    We were immediately drawn to some of the benefits the neighborhood afforded which were similar to what we experienced living in “Near North” Chicago: close proximity to everything—the downtown, neighborhood entertainment and retail, transportation system, etc. After quickly immersing ourselves into the community by volunteering to take part in the Home Tour, we realized that we had gained something much more—a diverse community of good people eager to work together.<br />
    It is my hope that I can continue to preserve this tradition and help to develop new means of participation and involvement for everyone in the neighborhood. The first priority will be to ensure the continued success of the Home Tour as it is not only the primary means for the association's economic viability, but also a great way for everyone to meet neighbors and invite guests into our neighborhood's beautiful homes. I look forward to representing the association and its members to ensure that 12 South remains a truly unique and desirable place to live for us and those that we welcome as neighbors in the future.</p>

<p>Eric Volz Freed<br />
Nashvillian Eric Volz, the son of neighbors Maggie and Dane Anthony, was freed from prison in Nicaraugra Dec. 21. Volz had been in prison there since February 2006, when he was convicted on murder charges, despite ample evidence that he was over two hours away from the scene of the crime when it was committed. Many thanks to the 12South neighbors and friends around the world who stood by the Anthonys and Eric during this incredibly difficult time.</p>

The December 12 South Assoc. meeting will take place at 7 p.m. Dec. 11 at the Thompson residence, 917 Gilmore Ave. This will be David Thompson’s last meeting as association president – thank you David for a great year!</p>

<p>News from the Neighborhood<br />

Elections.  The Neighborhood Association is pleased to announce the results of our October officer elections. The 2008 association president is Mr. Tarek El Gammal. Ms. Bernadette Welch will again serve as treasurer and Ms. Caroline Duley will be secretary. We wish you much success. New board members will be noted in the January newsletter.<br />
Neighborhood Cleanup.  Another successful neighborhood cleanup was held on Oct. 27. A special thanks to Mr. Rashed Fakhruddin and the Islamic Center of Nashville for their participation. <br />
12South Design Plan.  All neighbors desiring to make comments, suggestions and critiques on the Planning Commission’s proposed 12South Design Plan through the association should submit them by Dec. 15 to Ken Winter at kcwinter@earthlink.net. The association will endeavor to have a final public meeting with the commission in January. After that meeting, the association will make a final recommendation on whether to support the plan in whole or in part. <br />
Nashville Releafing Day.  Thanks to the volunteers who participated in the Nashville Tree Foundation’s ReLeafing Day on Nov. 17. Approximately 25 trees were planted in the neighborhood.  <br />
12th Avenue Trees and Traffic Island.  Be on the lookout for more new trees—these will be planted by Metro on 12th Ave. South.  Also, our much-anticipated traffic island improvements should be made within the next month or so. Thanks to neighbor Carol Ashworth for submitting the design plan and working with Metro to make this happen.<br />
Home Tour.  Now is the time to start thinking about the spring 2008 home tour. We need volunteers, advertisers, donors and most<br />
especially houses! Please think about putting your home on the tour today.  The continued success of the home tour is vital to the association—our budget depends on its revenues.</p>

<p>Beautification & Crime Notes<br />

A Paris Avenue neighbor suffered an armed robbery by four teens outside his home around 8 p.m. on Nov. 19. The assailants were quickly captured by police near Wedgewood and 8th Aves. This incident is similar to numerous recent robberies and assaults in the Woodland-in-Waverly and Waverly Place communities. Be careful when you are parking and entering and leaving your homes or area businesses at night. <br />
    Our new council lady Sandra Moore has made progressive changes in the 17th District 2nd Saturday morning breakfast meetings, held across the district. Contact her at sandra.moore<br />

    In November, the 12 South Neighborhood Assoc. donated $1,000 from its 2007 Neighborhood Tour proceeds to the Earth Matters garden and environmental education project at the corner of Lealand and Gale Lanes. The gift will help support bringing water lines to the site and new rose garden. All neighborhood children, ages 2 to 102, are invited to visit the site any Saturday, 10am-1pm.<br />

<p>News From the Neighborhood<br />

<p>12South NA Elections<br />
The nomination period for officers and directors has ended. Paid members in the association will receive a ballot in the month of November in order to place a vote for officers and directors.</p>

<p>Fall Fest Followup<br />
Septemberfest was a blast. Held on Saturday, September 29th, the neighborhood association hosted approximately 75 neighbors for the first annual Septemberfest. A good time was had by all and the food from Calypso Cafe was fantastic. Make plans to attend next year.</p>

<p>12South Design Plan<br />
On Tuesday, Oct. 9, the neighborhood association sponsored a discussion on the proposed 12South Design Plan at the Sevier Park Community Center. Councilperson Sandra Moore was in attendance. Members of the Metro Planning commission provided an update on the plan and responded to questions from those in attendance.<br />
    More information is available in an article in this issue by Ken Winter. Still have concerns, questions or comments? Send an e-mail to Ken at kcwinter@earthlink.net or let the neighborhood association know. It remains to be seen whether the<br />
association will support the plan—which is long on commercial development and short on protecting our residential neighborhood.</p>

<p>Traffic Island<br />
Last call for landscape plans for the 12South traffic island at 12th and Ashwood. If no plans are received from area neighbors, the neighborhood association will hire a professional landscape company to beautify the traffic island.</p>

<p>The Greening of 12South<br />
There are two tree planting projects underway in our neighborhood, one through Metro Public Works and one through the Nashville Tree Foundation. Association president David Thompson and neighbor Carol Ashworth, landscape architect, worked with representatives of Metro Public Works and Parks Departments to design and implement the projects.<br />
    ReLeafing Day evolved out of the Nashville Tree Foundation’s ReLeaf Nashville project that planted 6,757 shade trees from 1998 to 2001 to replace some of the 20,000 felled by tornadoes April 16, 1998. On ReLeafing Day, the Foundation is planting powerline-approved trees within our neighborhood as a joint project with Metro Tree Advisory Committee, Metro Beautification and Environment Commission, and Nashville Electric Service. The trees are planted by volunteers from the neighborhood as well as Foundation volunteers. WE NEED YOU TO COME OUT AND HELP PLANT TREES!<br />
    ReLeafing Day will take place from 12-2 p.m. Nov. 17, rain or shine. Neighbors will meet at the (former) carwash at 2506 12th Ave S. Any and all ages are welcome. If possible, bring your own shovel. Limited supply of tools will be available to check out.     The second project involves tree plantings along the 12th Ave. S. business corridor from Ashwood to Kirkwood by Metro Public Works. This is the final piece of Public Works’ Phase II street renovation project. Several species of oak will be planted as well as small flowering trees. These trees will be planted by a landscape contractor hired by the city, but the association is committed to watering them for the next two years to assure they survive.<br />
    With these projects and others like them, we can look forward to a more beautiful, more shady and cleaner 12South.</p>

<p>Details on the Corridor Neighborhood Plan<br />

In August, 75 neighbors and the Metro Planning Commission tried to develop a “12 Avenue South Corridor…Neighborhood Design Plan.” The corridor neighborhood is tentatively bounded by Wedgewood, 10th, Cedar and I-440, and 15th and Belmont. The eventual plan will “guide, on a parcel-by-parcel basis, the appropriate land use, development character, and design intent based on the neighborhood’s goals.”<br />
    The original review date was deferred to allow all interested parties time to examine the plan. Following the deferral, many have read the preliminary draft and neighborhood groups have held further discussions with commission staff members. Copies of the 35-page draft and a discussion paper I wrote summarizing the issues, past studies and diverse comments have been broadly distributed. <br />
    All property and business owners and residents should investigate this matter and help set standards to ensure community features we appreciate and change those we don’t. <br />
    The preliminary draft and subsequent discussion give greatest attention to the 12th Avenue business district. The trenchant question there is how to mesh the emerging, vigorous building boom with the traditional structure and lifestyle on the avenue. Specifically at issue are the height, mass, and scale of new buildings and related traffic and parking, and how they will affect existing historical storefronts and homes. Optimally some combination of 21st Century commerce, traffic and pedestrian safety, architectural preservation, and neighbor and visitor enjoyment will emerge.<br />
    Conversely, the draft inadequately covers the aspects of residential neighborhood wholeness embraced in prior plans: compatible housing styles, front-porch culture, friendly arterials, civic spaces, and services and work integral to a self-sufficient community. There are no historical architecture types, schools, libraries, parental involvement, elder services, affordable housing, libraries, day cares centers, and police operations in this plan as yet.<br />
    Please involve yourself as you wish. Study the materials produced thus far (if you need them, contact me). Discuss issues with your friends. Communicate your concerns with neighborhood associations and political representatives, or with me if you wish to comment on the discussion paper. Attend future meetings. <p>Removing Abandoned Vehicles<br />
Neighbor Mark Thien recently went through the process of trying to have an abandoned car removed from 10th Ave. South between Lawrence and Bradford Streets. He reported that any neighbors wanting to do the same should follow the process below:</p>

<p>1. Call the Property Standards division at 862-6590; this begins the proper legal procedures. They will dispatch an investigator who will mark the vehicle with a sticker and take a photograph of it.<br />
2. The owner must respond to the investigator within the timeframe indicated on the sticker. If not, a certified letter is sent to the last owner on record.<br />
3. If no one responds to the letter, the pending seizure must be advertised in the newspaper of record for 10 days. <br />
4. If no one responds to the advertisement, a hearing is scheduled at Metro Codes for pending disposal.<br />
5. If approved, the vehicle is put on a list to be seized within a few days.</p>
